Mr. Umaru Hassan was born on the 23rd June, 1963 in Gujba, Yobe State. He attended Gujba Primary School, Government Secondary School, Geidam both in Yobe State, and the University of Maiduguri Borno State for a BSC Accountancy degree in 1986, Master’s Degree in Public Administration (MPA) in 1995 and Master’s Degree in Business Administration (MBA) in 1998.

He started his working career as an Accountant II GL.08 in the Borno State Civil Service where he worked till the creation of Yobe State when he moved to the nascent Civil Service of Yobe State in August 1991. He rose through the ranks in the Yobe State Ministry of Finance reaching the post of the Accountant General of the State. He served as the Accountant General for a period of 8yrs between 2003 to 2011 when he transferred his service to the Federal Civil Service.

Mr. Umaru Hassan attended numerous conferences and trainings including a three months Management Course at the Thames Valley University Slough, in the year 2007 and another programme at the Northumbria University, New Castle in 2008 both in the United Kingdom.
