The Department is vested with the overall responsibility of policy formulation and administration for road transport and mass transit operation in the country.
Structure
The Department of RT&MTA has two divisions
1. Road Transport admin; and
2. Mass Transit Admin.
Functions
i. Formulates, plans and advises on policies for road transport and mass transit administration /management in the country;
Develops and implements the Road and Mass Transit reform agenda of the Federal Ministry of Transportation and ensues that the sub-sector achieves equal visibility and achievement as other Departments of the Ministry;
ii. Partners with other Ministries, Departments and Agencies (henceforth MDAs), and other Stakeholders as is the global best practice, to foster collaborative leadership in ensuring that road safety is achieved in the road transport sector;
iii. Ensures that all threats to life and safety of all road users are assured through partnerships with MDAs, International and National Development Partners etc; to eliminate /reduce effects of emission or carriage of dangerous goods / items that constitute environment and climate pollutants on roads;
iv. Ensures that standardized road , border and corridor management/ administration infrastructure such as National Freight Offices(NFOs) , Border Posts etc are built by the Federal Government and that, those constructed or donated by other Governments , Development Partners or entities are effectively utilized and supervised by the Department;
v. In line with the vision of the Head of the Civil Service of the Federation and the Ministry for creating the Department, bring about the improvement of road and mass transit operations through sourcing for and receiving innovations, solutions, technology, programmes and projects that would enhance the safety of road users, facilitate economic growth of the country through job creation, improve and modernize road sector service delivery by both Government and the Private sector;
vi. In line with Constitutional provisions that assign road transportation and mass transit operations to the three tiers of government in Nigeria, facilitating the collaboration and good inter-governmental relations of the Department with similar organs or units in the States and Local Governments of the Federation, in order to ensure that the ‘One Government’ objective and synergy in national policy development and implementation is achieved;
vii. Consolidates and builds a robust Stakeholder-base for securing buy-in for Government policy formulation, implementation and monitoring towards the improvement of all aspects of the road and mass transit sub-sector;
viii. Liaises with main International Development Partners and their Agencies such as (United Nations , World Bank , African Union , ECOWAS etc. ) to access and implement all conventions , protocols , treaties etc. that pertain to the road and mass transit sector for effective and efficient operation of the sector;
ix. Effectively coordinating implementation of International treaties including those of ECOWAS , assigned to the Department , as road sector manager on transit, trade facilitation and cross border management within ECOWAS , (in line with the African Union’s agenda on Regional integration);
x. Develops and publishes Guidelines, operational manuals, Journals and other relevant publications on road and mass transit administration in the Federation;
xi. Ensures timely execution of inter-boundary programmes and projects approved by the FEC on road /mass transit such as the construction of freight offices in the six geo-political zones;
xii. Ensures effective coordination of the operations of all national stakeholders and collaboration with road/mass transit sub-sectors;
xiii. Ensures that the FG’s development programmes for poverty alleviation is effectively implemented through the road and mass transit sub-sectors;
xiv. Coordinates efficient transit system across rural and urban areas of the country by maintaining a national data bank;
xv. Effectively monitors, evaluates and reports on the operation of the (i) road corridors (ii) ECOWAS brown cards (iii) ECOWAS trade liberalization schemes (ETLS);
xvi. Collaborates with other Sub-sectors of the Ministry, including Rail, Maritime and Aviation in the effective coordination of mass transit administration in its entirety;
xvii. Collaborates with agencies and parastatals of the Ministry such as Nigerian Institute for Transport Technology (NITT) in research and deployment of modern technology for Road and mass transit administration;
xviii. Represents the Ministry at International meetings and conferences; and
xix. Carries out any road and mass transit assignments as may be directed by the Hon. Ministers and Permanent Secretary.
